Description
While officers are a cool mechanic in theory, in the vanilla game they are far too abundant to make any strategic impact. I try to fix that.

What I did:
- Halved officer production
- Armies cost officers
- Slightly nerfed klingon armies
- Officer Training policy, whith four choices

What I wanna do in the future:
- Have stored officers retire
