You get the Breen sort of spawning to the North of the Cardassians and Romulans. Script is used to place them.

The Breen Confederacy is a 'contender' power. That's like a major power, but you can't play them. And they're not some piddly minor you can just absorb.

RESTRICTIONS
This is not a playable power. That requires far more work than I want to put into a mod.

KNOWN ISSUES
- Portrait is frozen or jittery in one of the diplomacy screens.
- No unique capital view.
- Empire isn't listed in Contacts screen.
- Some graphical culturing just doesn't work properly.

COMPATIBILITY
Most mods prevent gaining achievements with Ironman, including this one.
