A 'tap the cart to push' experimental payload mode.

I have not worked on the map since 2018.

Notes:

- Any member of the BLU team can activate the cart rolling forward by touching it.
- The cart speed never goes above '1 person' speed, even with multiple players touching it.
- RED team members can stop the cart by touching it. This also causes it to start rolling back.
