You know that's definitely an option, but I'm not sure in practice if it would feel better or not. I hunted gremling houses and rouges for cooldown on dash too which goes further on more dashes as they have separate cooldowns.
Also as mentioned in the guide if you take "Cool-Off" it refreshes all 4 dashes which would be more efficient than refreshing 3. Albeit it only 10% chance and I didn't like relyih on it either.
The build isn't supposed to be the best build by any means, just a challenge and way to beat D30 with only dashes.
Move Spd is so good.
I see where you're coming from with the dash penalty, but in execution you manually space them out and you don't want to spam them all the time. It mitigates the downtime being spaced out vs dashing all at once and having bigger periods. The extra dash is nice utility as there are small periods you don't NEED to dash, but can choose to hold and then you have one extra one for survivability.
It isn't optimized gear on my set, but still one. Ideally you could just get dash boots and fleet footed. I can definitely see room to min max more too.
I did not know about dash cd lower boots.

i do a small calculation;
two dash, +1 dash mean u have 2->3 slots running CD, got (1/2 - 1/3)/(1/2) about 33% CD, so rabbit sign +1 dash with 25% CD penalty is OK
but if u have 3 dash, +1 dash got (1/3-1/4)/(1/3), only get 25% improvement, so the shoes +1 dash with 30% CD penalty is not worth. there is a shoes will have -10 dash cd, take this will be better.
but even with the best gear, u almost can get about 60% time invulnerable, still can't all time invulnerable.
movement spd will let u dash longer, means more dmg.
this builds also have it's cons: very lack of dmg, it may cost u 2-3 mins to kill a boss, still have lots of improvement space.
