The method for actually enabling the asset editor is:
1. Go to "\steamapps\common\Cities Skylines II\Cities2_Data\StreamingAssets\~UI~\GameU"
2. Open index.js
3. Search for "LOAD_GAME,{})}),!c&&"
4. Delete "!c&&"
5. Save and enjoy

They were quite ready and working until the last patch on November 16th

Wherever you have installed Cities Skylines 2 from there go to "\Cities2_Data\StreamingAssets\~UI~\GameU"

Some of the Editor's functionality appears to have been removed in the most recent update, but you can still experiment with the various tools to become acquainted with them.

Load and Save function in the editor is disabled...
