Introduction:

· An imbalance "Character Trait", which basically includes all the modifiers that I think are strong

· An imbalance city's "decree". A city with that decree can trigger "Rubber Fever", "Gold Rush", "Oil!" events and allow this city to generate slots of rubber, gold mines, and oil wells respectively. (I haven't changed the game's geographical restrictions on resource generation, you can't expect to mine oil in the Himalayas)

· AI will not trigger and will not obtain

· Achievement acquisition = yes

· There are Chinese comments on all modifiers in the document, so that you can understand it easily and make some MODs for me to use for free
