How to do it
It looks like Obsidian made some changes regarding access to the developer console when updating Outer Worlds to the Spacer's Choice edition. The console appears to be unavailable in the game, but ... it is still present.

The truth is: no matter how much tinkering is done behind the screens, standard Unreal Engine options cannot just be removed. Developers can only try to hide them. That means that, with the right tools, they can be unhidden as well. The console is one of those things you can unhide.

The tool required is the Universal Unreal Engine 4 Unlocker, found at this site:
https://framedsc.com/GeneralGuides/universal_ue4_consoleunlocker.htm#downloading-the-unlocker

Just grab the latest version, as long as it is for UE4. The instructions at that website are pretty clear, but basically:

- Unzip the files somewhere.
- Launch Outer worlds Spacer's Choice.
- Once you're at the Spacer's Choice main screen, alt+tab to windows.
- Run UuuClient.exe from your freshly created files.
- Press "select" and pick the Outer Worlds process (a.k.a. "Indiana").
- Now press "Inject DLL".
- Back in Outer Worlds, press the tilde (~) key to test: if the tiny console pops up at the bottom you're set for whatever mischief you had in mind.

Troubleshooting 1:
If the ~ key doesn't do anything, try changing the console key in "Configuration" of the UuuClient.exe.

Troubleshooting 2:
On Azerty and other keyboards, you definitely need to pick another key. I suggest to manually creating a new one:

Go to C:\Users\[your name]\AppData\Local\Indiana\Saved\Config\WindowsNoEditor
Open the "Input.ini" file in notepad.
ADD this bit (ADD = make sure the empty line at the top of the file remains intact), then save:

[/script/engine.inputsettings] ConsoleKey=o

I chose the letter"o" here but you can take whatever isn't in use yet in the game.

Restart the game and the above steps and now it should work.

Thank you! That works and helped me pass trough this buggy radio monarch quest finally. Just want to add for someone who will have the same, use codes only in English language game, if you play on different. For me I changed Steam lang on eng, go to the game, use code, saved and turn steam language back.

Ladies and gents,

To fix this and make it work do the following:

Follow the previous instructions to modify the input.ini file with

"[/script/engine.inputsettings]
ConsoleKey=tilde"

Close the file. Right click on the file and enter Preferences. Change the file to 'read-only' by picking the button at the bottom and hit okay.

Run the game and run the injector at the menu. Check the 'Available Features' and make sure 'in-game console' has a yes next to it.

Win.

Didn't work for me at first.
My Input.ini file was completely empty and I was confused.
Then I tried adding the lines" [/script/engine.inputsettings]
ConsoleKey=tilde" and now it works!
so I can fix the radio monarch bug!

Any way to do this on Steam Deck? My main gaming computer is having some issues.

Works fine, thank you.

Adding to my reply: it didn't even act like it was working when I changed the Input.ini file. AT least before then it *acted* like it was working. Still nothing.

I did everything here and while it says it should work (in a pop up box on the upper left), the tilde key does nothing. I am not *very* proficient with working with ini files and mucking about in the computer so I have yet to try anything else.

This is the most recent method so far, yet I am still having the same problem. When injecting the dll it simply crashes Outerworlds. That was with the default dll, but with this: https://modsbase.com/xsyvv7qleec1/UniversalUE4Unlocker_v1013.zip.html I at least got it to inject and run. But sadly with this dll the UUE4U only had free cam functions. One thing that might change things (but it shouldnt really) is that I'm playing it off of epic. Any help would be greatly appreciated.

Hi Stevesf54, the issue likely lies not wih the injecting but with the trigger key. Any key that can change position depending on keyboard layout is problematic, that's why I choce the letter "o": that one is always the same.

Try it with a regular letter (lower caps) in the config file. Also make sure that the empty line before [/script/engine.inputsettings] remains intact.

If everything else fails, you could try to copy the config file into the same directory as the game's exe.

Doesn't work for me. tried 3.014 & 3.021 they both said that they installed, and that " ~ " should work but it never did, tried other keys also. And I put the { [/script/engine.inputsettings] ConsoleKey=~ ] in the Input.ini file ; no help there ether. Then I tried an Injector that was suppose to work for the Steam version - which did not work. I'm very disappointed in the outer worlds, a big waist of money, no comparison to the Fallout series. I won't buy another game that needs "Unreal Engine 4 Unlocker" , to get at console commands, live and learn.
