Introduction:

Achievement Breakdown: (13)
Story Related: (8)
Collectibles: (2)
Miscellaneous: (3)

Missable: (6)

  • All the achievements are explained and detailed in the order I obtained them in.

  • All the Ending achievements are missable and is the only really important thing to keep in mind while playing through the DLC. Making a manual save right before the mission "Firestarter" prevents you from missing anything.

*This guide obviously contains story spoilers, so tread carefully.
Sequence 1: "Phantom Liberty"
1. Mission: Dog Eat Dog, Hole in the Sky, Spider and the Fly, Lucretia My Reflection, The Damned, Get it Together, You Know My Name, Birds With Broken Wings, I've Seen That Face Before
2. Gigs: 7/9
3. Relic Skill Points: 15/15
4. Increased Criminal Activity: 3/3
5. Achievements: 5/13

Whenever you're ready, go to the Dogtown's main entrance where you'll meet Songbird. Follow her instructions along and you'll eventually unlock the Relic skill tree along with three out of fifteen Relic points gifted from Songbird.

Relic Skill Points #1 - #3: As said above, you'll get the first three skill points from Songbird by just following along with the story.

Relic Skill Point #4: During the second mission you can find a Militech Data cache containing a relic point. It's located on the left side of the Garage during the section where Songbird directs you along a route to be able to avoid fighting Barghest.

Achievement #1 - All the President's Men: Save President Myers.
- After finding President Myers in the second Mission you'll shortly after get into a big shootout. Defeat all the waves of enemies to get this achievement.

Achievement #2 - Arachnophobia: Defeat the Chimera.
- During the mission "Spider And The Fly" you'll eventually come upon a mini-boss fight with the Chimera. It should be rather easy throughout all its phases. Kill it to get this achievement. Afterwards you can pickup the Chimera Core.

Relic Skill Points #5 - 7: During the 8th Main Mission "Birds With Broken Wings" you'll meet with Songbird who will give you three additional skill points.

Achievement #3 - Easy Come, Easy Go: Steal the Arasaka medical truck or deliver 10 vehicles to El Capitan.
- Whenever you get an opportunity to steal a vehicle for El Capitan, do so. I got the achievement here but you can get it pretty much anytime. The thefts are quite normal and can be found pretty regularly.

We will now focus on getting the rest of the Relic Skill Points and do some other miscellaneous stuff.

*This is a map of the order we will take for this step, starting with Relic Points (White) and then Increased Criminal Activity (Blue). There's also a Data Terminal in each of the Increased Criminal Activity areas.

Relic Skill Point #8 - Location 1 This Skill Point is located outside the Dogtown Apartment. It's hidden in an alley. It can quite easily be located by turning right from the Kress Street fast travel point. Interact with the Data Terminal to add a skill point.

Relic Skill Point #9 - Location 2 Can be acquired by climbing the Capitan Caliente Restaurant. Make your way up to the roof and find a Data Cache.

Relic Skill Point #10 - Location 3 Get up the stairs near the opposite side of the road from the Pyramid-shaped building. Go to the left and the terminal is hidden on the rooftop.

Relic Skill Point #11 - Location 4 Go to the back of the big market of Dogtown, you'll find the Data terminal hidden behind statues and boxes.

Relic Skill Point #12 - Location 5 Go into a building at the mark and you'll get the Relic Skill Point in the back of the building. Really easy to see.

Increased Criminal Activity #1 - Location 6 Located in the South-West location of the map. You can get there by Heading slightly south from the Kress Street fast travel point. You'll eventually find a bunch of enemies. Head into their base and defeat the enemies inside to open a door forward. Get to the room with the boss. He has a big shield so targeting him head on is not so smart. Instead, try to get behind him to deal a lot of damage. When killed, he'll drop a key to the area with the rewards.

Relic Skill Point #13 - Location 6 While in the building, get to the end and enter a control-room like area. The Data Terminal is just inside here.

Increased Criminal Activity #2 - Location 7 Head to the east side of Dogtown, where you'll find an old factory and enemies. Get rid of them as you make your way to the boss at the end of the factory. Watch out for the electrified water on the floor. The boss can be tricky, but if you wait for them to tire out, you can hit them with headshots for big damage. It's a good idea to take out the other enemies first to make it easier. Once you defeat the boss, you'll get the key to unlock the reward.

Relic Skill Point #14 - Location 7 When entering the factory, there's a Data Terminal upstairs in the back of the bigger room of the building.

Increased Criminal Activity #3 - Location 8 This can be found in the south of Dogtown, in a musem area. It's the easiest of them all. Just start by killing all the other enemies and then just quickly down the boss as well to get a key to the reward area.

Relic Skill Point #15 - Location 8 Inside the same location as the previous Criminal Activity, you can find this Data Terminal up the escalators and to the left slightly forward.

Achievement #4 - Relic Ruler: Unlock all Perks in the Relic Perk tree.
- After obtaining all Perk Points and spending them accordingly you'll gain this achievement.

Achievement #5 - Judgement Day: Eliminate three bosses from the "Increased criminal activity" category.
- After killing all the bosses in the Increased Criminal Activity areas and taking the rewards in the areas you'll get this achievement.

If you haven't already, play through all the currently available gigs!
Unlocked after "Lucretia My Reflection".

Side Mission - Gig #1: Waiting for Dodger

Side Mission - Gig #2: Dogtown Saints

Side Mission - Gig #3: Treating Symptons

Side Mission - Gig #4: Protoype in the Scraper

Unlocked after "The Damned".

Side Mission - Gig #5: Talent Academy

Side Mission - Gig #6: Spy in the Jungle

Side Mission - Gig #7: The Man Who Killed Jason Foreman

CRUCIAL: BEFORE STARTING THE 10TH MAIN MISSION "FIRESTARTER" MAKE AT LEAST ONE MANUAL BACKUP SAVE TO BE ABLE TO GET ALL ENDINGS IN A SINGLE PLAYTHROUGH
Sequence 2: "King of Wands"
1. Mission: Firestarter, (Run This Town), The Killing Moon
2. Gigs: 9/9
3. Achievements: 9/13

Ending #1 - King of Wands

On the Main Job "Firestarter" you will follow Songbird down to a lab. When talking to her your dialogue choices decides what ending path you will go down. There will be two dialogue options to choose from while talking to Songbird:

  • 1st Dialogue Option: "Help Songbird escape | I'm with you."
  • 2nd Dialogue Option: "Help Reed capture Songbird | One more second.."

Choose the first dialogue option!

After doing this, play the mission to its conclusion. You will unlock the last two gigs of Dogtown. Complete them.

Side Mission - Gig #8: Heaviest of Hearts

Side Mission - Gig #9: Roads to Redemption

Achievement #6 - Dirty Deeds: Complete every Gig in Dogtown.
- While it says that there are 10 gigs there are actually only 9. After completing the 9th gig you will get this achievement.

Achievement #7 - The APB is Not Enough: Become Dogtown's most wanted criminal.
- Easily obtainable. Get the cops after you and when the cops hunt you down just keep killing them. Eventually you will rise in star levels (bounty-level) and they will send in more and stronger enemies. After a while you will reach 5 stars and that's when you get this achievement.

Achievement #8 - Spin Doctor: Complete “Run This Town”.
- A while after "Firestarter" has been completed you will get a call from Mr. Hands. When talking to him, be sure to choose the Dialogue choice "Count me in." when possible to not fail the quest.

*The Mission's outcome make no real difference apart from mission rewards.

It's now time to finish the story!

Achievement #9 - King of Wands: Take Songbird to the stars.
- Wait for news from Songbird. After starting the quest "The Killing Moon" follow it along untill you destroy a helicopter and escape via train. After the train ride, be sure to choose the right dialogue options (the ones listed down below!)

  • Pickup Songbird.
  • Lay Songbird Down.
  • Can't let you take her.
  • Draw weapon.
  • (Shoot.)

The rest of the choices don't matter after this point.

After sending Songbird to the stars, you'll have a brief conversation with Johnny. After its conclusion you will get the first ending achievement.

AFTER GETTING THE ACHIEVEMENT, IMMEDIATELY RELOAD THE AUTOSAVE ON THE FINAL TRAINRIDE WITH SONGBIRD
Sequence 3: "King of Swords"
1. Mission: The Killing Moon, Through Pain to Heaven, Who Wants to Live Forever, Things Done Changed
2. Achievements: 11/13

Ending #2 - King of Swords

Achievement #10 - King of Swords: Take Songbird home.
- After getting the previous ending and its achievement, (King of Wands), reload the autosave on the final trainride with Songbird. We will now choose other dialogue options which leads to a different outcome.

  • Call Reed.
  • Wanna live on.
  • Deal.
  • Pick up Songbird
  • (Walk over to the space shuttle), Lay Songbird down.
  • Take good care of her.

After completing this ending, skip time and advance 24 hours to, hopefully, get a phone call from Reed. This starts the quest "Through Pain to Heaven".

Achievement #11 - The Tower: Complete "Things Done Changed".
- Complete the following quests along and conclude the storyline. After a somewhat depressing but refreshing ending to the game, you'll get this achievement during the credits.
Sequence 4: "King of Cups"
1. Mission: Firestarter, Black Steel in the Hour of Chaos, Somewhat Damaged, Leave in Silence
2. Achievements: 12/13

Ending #3 - King of Cups

Achievement #12 - King of Cups: Fulfill Songbird's request.
- Load your manual save back at the start of the mission "Firestarter". Once with Songbird, choose the other dialogue option:

  • "Help Reed capture Songbird | One more second.."

Continue playing through the storyline until you finally reach Songbird inside the Core. Make a manual save before starting the dialogue with Songbird. For this ending and achievement, choose the dialogue option:

  • "Kill So Mi | OK. I'll do it."

Play through the story until you're having a brief dialogue with Johnny. After its conclusion you will get this achievement.
Sequence 5: "King of Pentacles"
1. Mission: Somewhat Damaged, Leave in Silence
2. Achievements: 13/13

Ending #4 - King of Pentacles

Achievement #13 - King of Pentacles: Refuse Songbird's request.
- Load your manual save you made at the end of "Somewhat Damaged", inside the Core. Now refuse Songbird's request and instead choose the options:

  • "Ain't over yet."
  • "That's not a solution."
  • "Spare So Mi | Won't do it."

This locks in the ending in which you spare So Mi instead of killing her. Now just complete the ending to the end in order to unlock the final achievement of the DLC.
Conclusion:
Phantom Liberty was a great DLC and addition to the Cyberpunk 2077 universe. While it may not be as good as "Blood and Wine" it was still a great bit of expansion. The Missable Achievements are easily countered and the collectibles are few. Overall, it was a quite easy 100% completion, as you could do it on any difficulty you wish. It took me around 40 hours to complete, but I played some Main Missions and side quests from outside Dogtown once in a while. Depending on your skill, it should've taken you around 15-20 hours.

If you found this guide helpful to achieving 100% yourself, please rate this guide and/or let me know in the comments. I'm open to any constructive criticism.

If I missed the Relic Skill Point #4 on the beginning of Phantom Liberty, can I return to get it or do I need to start over?

The door is still closed but I found another relic in a destroyed building between location 1 and 5.

This guide helped me a lot. But I have a problem. I can't access the building on location number 5. Does someone know why this happening?
RothMax  [autor] 1 września 2024 o 0:10
Yeah, no problem.

Thanks for the guide! Time is limited these days, so knowing when to make a save to reload for each of the four (five) endings was especially helpful. :cony_toreador:
