Where to Find Them
The easiest place to find Tree Hoppers is in Glennheim Hills. They will spawn in the very large trees, and hop between branches. You are not guaranteed to find them in every large tree, only some of them. I believe they can spawn at any time, but I found them during the day.

Here is a picture of the trees they spawn in.
What They Look Like
They are very small, black, beetle-looking creatures. They hop between different branches in the same tree, stopping for a few seconds every time they land.

Here is a picture of a Tree Hopper next to a flower. If you see sparkling in one of these trees, it is likely a flower. Tree Hoppers don't sparkle. Tree Hoppers can spawn in trees without flowers as well.
Overview
I wanted to make this guide because I struggled to find them at first, and I couldn't find any help online relating to where they spawn, or what they look like. I hope this helped you find them, and if you have any questions feel free to ask in the comments.

@Calote That's right, I forgot to put that in the guide. They follow a coded path where they jump between 3-4 branches in a loop forever.

so one tip i can also give if you see one but they jump away wait like 5 seconds they might jump back my first jumped back 6 times before i could click on him

Thank you so much! I could not find the right trees but the screenshots really helped...catching the bugs was a little annoying though.
