[Copycats Phenomenon] Chat & Join Sounds

Description
This is just a simple addon that plays the Copycats Phenomenon server joining and player messaging sounds when a player joins a server or types a message into the chat.

Convars!
- [phenomenon_chat_sound] - Convar to enable or disable this function.
- [phenomenon_join_sounds] - Convar to enable or disable this function.

Credits
- [Reludum] - For making the scary furry game.
