RBT: Severe Religious and Cultural Popular Opinion Penalties triples the penalty to popular opinion from cultural acceptance to three times its current max and doubles the penalty to popular opinion from religious fervour to double its current max.

These penalties do still scale to fervour, faith hostility and cultural acceptance, making it valuable to prioritise cultural acceptance and worthwhile to choose a faith that is less hostile to your population.
