Step 1: Firewall Settings

Open Firewall - Search in windows (Windows + S) "Firewall" in your windows language.
Click on "Advanced Settings" on the left in the firewall window that you opened.
Click on "Outbound Rules" on the left in the Advanced Security window that you opened.
On the right side, click "New Rule…"
On the new window, here are the steps:
1. Programs > Next
2. This program path > Brows > Select the cs2.exe that should be here >
  "Steam\steamapps\common\Counter-Strike Global Offensive\game\bin\win64\cs2.exe"
  > Next
3. Allow the connection > Next
4. Check all boxes > Next
5. Name it whatever you want (Ex: CS2 lag fix) > Finish
You can now close Firewall.

Step 2: How to set black bars 4:3

Nvidia:

Right click Desktop > NVIDIA Control Panel
On the left side: Display > Adjust Desktop size and position
1. Select "Aspect ratio" for stretched 4:3
2. Select "No Scaling" for black bars 4:3
Click "Apply" and close window

AMD:

Right click Desktop > AMD Radeon Software
Click on the "Gaming" tab > "Display" subtab >
1. Disable "GPU Scaling" for black bars 4:3
2. Or Enable "GPU Scaling" if you prefer stretched (not recommended)
You can now close the window.
