Sorry but it's a really complicated process to explain, especially if you have no experience working with 3d assets and modeling software.
If you really want to learn how to make ragdolls, I would recommend you start by creating a prop, since props have no bones and are much simpler.
You could find a model on "The Models Resource" website, and import it in to the game by following a guide or video online. That's a good start
