Forced Perry Expedition
Tweaked AI Japan Market Opening War Behavior

Overview
Forced Perry Expedition (FPE) is a simple mod that gives the AI an easier time to fire off a war to force a market opening on Japan. Certain mods out there may, for some reason, make the AIs decide that beating up Japan is actually not worth their time.

Be aware: this mod may not do anything for vanilla or very lightly modded games.

Works more or less the same way as Forced Opium War.

Despite "Perry Expedition" being in the name, the mod is not actually restricted to the US. Any Economic Imperialist AI country gets the handicap, so long as they meet the requirements.

Mod Compatibility
This mod adds one new file that adds one simple, AI-only decision, so it should be compatible with every other mod.
However, this mod may break if Japan is removed from the game.

Loading Order
This mod works alone and may be placed anywhere.

DLC Requirements
This mod does not rely on any DLC features, so you should not need any DLCs.

Permissions
YES, you may include this mod in any modpacks/collections/whatever.
YES, you may use this mod as a base to create your own. Credit and a link back here would be very much appreciated!

Detailed Rundown
Check the rundown for Forced Opium War since it's almost identical.

Notable changes include:
  • Not limited to just GBR; any AI country that (A) has the Economic Imperialism strategy, (B) has at least 25 flotillas, (C) is a Great Power, and (D) has an interest in Japan can take advantage of the AI-only decision this mod adds.
  • Decision can be taken by the AIs over and over again until Japan moves off of Isolationism one way or another, unlike FOW where the decision expires once the Opium War journal does.
  • Earliest the decision starts weighing heavily on AI decision-making is from Oct. 9, 1853 onwards; the earliest naval invasion in a war from a diplo play starting on that date with no delays will land on or around March 8, 1854, the day Matthew Perry historically landed in Japan during his second visit (although in reality, it was a peaceful affair)

Updated for 1.7 to make the mod use the new investment rights war goal instead since it replaces open market

i play another game with update version mod
and the UK froce me to open the market in 1850.12.21
i swich to UK and see they already resaerch the Ironclads technology
so i think this version is fix that GP trying to force Japan open to early

I've made some tweaks to the AI decision weights to stop them from trying to start the market opening play when they very clearly are too weak to actually beat Japan (based on army and navy power projections).

I have also made it such that they need Ironclads researched before the small random chance of early firings are "enabled", so this should prevent things like a GP trying to force Japan open only a year into the game.

I can review what I did for the mod's logic again, but if I recall correctly, the AI is allowed a small weight at firing the decision to start the play before 1853, and they may take it if they meet the criteria in the mod description.

Could be just be luck.
