There are a total of 144 cigarette cards (12 sets).However,you only need to complete one set to complete it 100%,and this guide outlines the locations of a complete set.None of these cigarette cards are missable,and you can collect them at any story moment and after.Although cigarette cards will be on the map as soon as you start the game,you have to get the strange quest "Cigarettes and Other Hobbies" for a card in the set to appear,so be sure to pick up that quest.Having the quest will also allow you to send cards to the Phineas and get rewards.The set included in this guide is the Prominent American set which is one of the easier ones to collect as they are grouped together on the map.

Did you know you can go to a shop and go to the shelf where there is premium cigarettes and you can buy infinite packs? I am not sure you can get all this way but I have gotten almost every card doing this lol. Its easy because the late game you have infinite cash and nothing to use it on.
