Adds new gates and changes existing batteries to become better for the making of circuits

Added:

- Better Gate
Adds a gate with no output or energy delay. Works the same as the normal gate.

- Toggle Gate
Has no output delay. Has an internal battery that is toggled by a red propagation signal.

- Counter Gate
Works like a toggle gate. Whenever it receives a red signal, Counts to the number that you set 'maximum power level' in the context menu. Then sends a signal and repeats. (Starts count from -1)

- Register Gate
Works exactly like a counter gate but will count backwards with a blue signal. After reaching the set 'maximum power level', resets to -1

Changed:

- Every type of generator is now instant
- Removes shake from Industrial Generator
