So yeah I can't seem to get this to work, but I can get say more starbase slots to work fine so im confused

Can this be added mid game? I know some can't but I just installed it and don't see a change so was wondering if that's why.

I have never needed 50 building slots in my gameplay, so I have no plans to make an expansion mod.
