Updated for 1.8, let me know of any issues.

Survey for and construct canals to increase the arable land in your state by 40 or 80. It uses a similar system as the construction of skyscrapers in vanilla.

First, the state you want to build the canal network in needs to be set as the survey site using the button on the state panel. (This mod won't be compatible with mods that change the state panel unless loaded after those mods) The survey site can be moved by removing from the state using the remove site button. If multiple states are chosen as survey sites, a random state will be chosen.

Second, take the decision to survey for the canal network (requires the first canal tech - in the society tab on the left). The base decision costs 300 bureaucracy a week, with the advanced costing 600 (requires second canal tech). After 12 months (11 month ticks) the state will be identified as a construction site.

Third, construct (or expand) the canal network building in the state (it can only be built in the recently surveyed state).

Once constructed an event will trigger that expands the arable land in the state by 40 with the base decision and 80 with the improved decision. If the state is split, the new arable land will be split as well.

One note, once there is at least 1 canal network in the state, the journal entry for constructing the canal network will autocomplete after 50 weeks, if you have not started construction of the canal network in that state. This will give you the bonus arable land, but you won't get the benefits from canal network building, which are pretty good. The issues comes from my inability to make an on_action work for a specific building being expanded.

no, every time you build a irrigation network you get 40 land. if you have researched the advanced irrigation network you get 80 land

hey you need to update the UI components of the mod for 1.8, other wise it just breaks a bunch of stuff

Would it be possible to make the button "remove as canal survey site" also remove the local irrigation site (or maybe all irrigation sites)?
Like MasterOfGrey mine also get's stuck on a survey site sometimes and no matter how many canals I build it doesn't want to move. I tried looking at the code but not sure where to start.

Should work for 1.7 now. Let me know of any issues. There is no easy way to fix the issues caused by starting a second survey while building a canal, so I guess just build one at a time.
