[1.4] The Right to Bear Arms + Newspapers & Magazines Compatch

Exactly what it says on the tin: this is a compatibility/combination mod for The Right to Bear Arms and Newspapers & Magazines.

Specifically, this merges the pop needs purchases (for modders: "buy_packages") from both mods so that both the civilian arms & melee weapons from The Right to Bear Arms and the newspapers and magazines from Newspapers & Magazines are demanded by pops, instead of one mod causing all the buy orders to drop to 0 for the other mod's new goods.

It also updates the pop needs definitions for both RTBA and N&M to match the 1.4 format. However, this change was done with minimal effort, and may not have the exact same behavior as before, especially with regards to goods substitution.

This mod is designed such that it will work regardless of where it is placed. Loading order should not matter between any of the 3 mods, but just in case, you may use the following loading order which was verified to work:
• The Right to Bear Arms + Newspapers & Magazines Compatch
• Newspapers & Magazines
• The Right to Bear Arms

If you are having problems, try placing all three together towards the bottom of your playset.
