Debt and Decline

Description
Are you tired of spending 10 years with -100 debt and having most game actions locked?
Well, this mod aims to reduce that while modeling the long-term impact of deficit, with a simple addition:

If any landed ruler has -100 gold by the end of the year, the tax collector is going to work extra hard to make up for it.
This means that for each province of your domain, you will gain +100 gold, through the province will lose 1 development.

The idea is that if you are constantly in debt, your domain will become impoverished.
You won't gain free gold either, if your province has only 1 development, you won't gain gold for it.

Mod still works well, no problems that I see. You can also easily change the values if you want. I changed it so that the +100 gold triggers when a ruler has (-10) vs (-100) gold. Not sure if this throws off balance too much but I wanted to try it.

@Aziz1310 it does not modify public opinion

@fisto the robo Well, but your debt only lasts -100, so you won't be in debt for long.

ok but does this allow you to do actions while still in debts?

@ꋬꃅ꒤ꋪꋬ I'm...pretty sure they meant 20-40 gold per 1 dev, not 20-40 dev

host is on crack. 20-40 dev is dumb and destroys the area forever

100 gold for 1 development is too much, maybe 20-40.

Maybe some sort of finetuning is needed, like only adding enough gold so net comes above 0.
That way not all the counties get development slashed.

Perhaps a choice for the player to choose which county to overtax and impoverish. For AI their capital county should be the last resort.

There could be added consequences like piety loss and tyranny gain.

Just putting ideas out there. Good job, mate!

Very cool! I wonder why something like this is not inbuilt in the game. Highly interested in seeing how the world becomes with this mod after a couple of hundred years.
