I saw in one of the Left 4 Dead Beta gameplay videos that the tanks walkspeed was slow so I decided to make this script your welcome.

most beta videos the devs are controlling the special infected, and shooting the tank also slows it. A mixture of those things, don't think the tank was just this slow
