So easy that I bashed my head into my desk once I figured it out
First you'll go into your drink stockpile and click custom Next you'll click on the all tab right above the second menu. Then click the none above the third tab to get rid of everything else and find Goblets and turn it to green. Boom now your goblets are being stockpiled with your drinks and your dwarves will now drink from the dang cups. I literally spent 10 hours in game trying to get them to drink from cups and this was the solution. Tavern didn't work for me but this did. Have fun.

It is not only drinks and goblets what is stored on the stockpile?
Seems to be wrong

If you have your space designated as a tavern you can then put chests inside that space and also specify how many goblets and instruments will be stored in said chests.
