Host Only Pause

Description
Makes it so the host is the only player who can pause or unpause. I encourage mod creators to copy this code to add to their modpacks to reduce players unpausing during rehosts/hotjoins.

Credit to The Great Rework but it seems they also imported the code so it would be appreciated if someone directed me towards the original creator.
