Infrastructure to reduce Empire Size penalties

How it works:
- You build stuff that produces a resource called Comms Rating.
- There's a couple of buildings and a starbase building and module that generate Comms Rating.
- Comms Rating doesn't stockpile. What matters is monthly production.
- Monthly production is converted to a Comms Coverage bonus for your empire.
- This conversion is stepped - the benefits drop off the more Comms Rating you produce.


Not ironpants cheev compatible. Should work fine with an existing save-game.

Over-rides the following files:
interface\main.gui
interface\resource_groups\topbar_other_resources.txt

LOAD ORDER
For best results, put it at the very end.


Comments are enabled, for now. Abuse them, lose them.
