Adds the lewd pirate(or cosplayer?) Houshou Marine from HoloFantasy as a playable civilization, as she leads her crew across the seas in search of bounty.

UA: Marine, Set Sail! - Start with the Exploration tree opened. After discovering Navigation, Naval units become free of maintenance.
UU: Pirate Crew - Replaces the Privateer. Loses its Prize Ships promotion, in favor of having both Coastal Raider I and II for more Gold and stronger coastal attacks.
UB: Pirate's Cove - Replaces the Seaport. +1 Production, Gold and Culture from Sea resources. +15% Naval unit production. Has 1 Great Work of Art or Artifact slot. More than doubles the Gold given to enemy if the city is captured and is more costly to produce and to maintain.
