I'll go straight to the point:

0) Install Steam and Wallpaper Engine on your new PC.

1) On your first PC, go in your wallpaper_engine directory. The path to that directory should look like this:
C:\Program Files (x86)\Steam\steamapps\common\wallpaper_engine

2) In this directory there's a file named config.json. Copy it. Your playlists are stored in it.

3) Place the copy (replace) in the same directory from your new PC. Beware, this is not the last step!

4) Open the config.json with a text editor or Notepad++. There, on the third line you should see your windows username from your first pc between " ". Keep in mind that the text might be shorter than your actual username because it is based on the file name in the "Users" directory. Replace the name between " " with the current username of your windows session on your new PC. Again, if you're in doubt, check the file name in the Users directory of your hard drive/SSD.

4bis) If on your first computer your storage device has a different letter from your current storage device (e.g. "C:" and "D:"), WE won't find the wallpapers because the path will be different. So you'll need to change the paths that are listed in the config.json file. It can be a long task to do it manually so you'll need to find tricks to edit multiple lines at once. Some editors have "search and replace" features. I didn't try but I'm sure Chat GPT can send back a corrected wall of code if you ask to only change the path to the right letter.

5) Save, start WE. Your saved playlists should be able to be loaded from the bottom of the screen, as usual.

I just did everything on this guide and to my absolute rejoice, it worked. I have migrated data to new PCs many times and this is the first time I don't have to manually recreate my Playlists. I have thousands of wallpapers in different playlists, so you have saved me a massive amount of time, thank you from the bottom of my heart Sir.

Suffice to say playlists should be saved in Steam Cloud.
