It simply changes the charger's health to 33% while charging then changes back

Is it possible that you could do the opposite in an addon where the damage resistance is also applied to human players in Versus?

I didn't know Chargers get a 66% damage resistance while charging

Just aim for his small arm, you'll hit his head... Use a charger leveling map or HSTM Training to practice, not that hard once you get it down.

The resistance was given to AI because there's an achievement and they wanted people to get it in versus over campaign. Artificial difficulty.
