Sorry folks, I've ran out of free hobby time. Development is put on hold and there will be no further updates. Policies would be created next, but won't happen unless Take2Games gives me some monetary compensation for the hundreds of hours of work required (which they probably won't do). In my opinion the tax collector is buggy, it's a building you can build in any city and when you build it you suffer a penalty equal to 5% of the entire population of unhappiness.
If your empire has a population of 1000 citizens every time you build it you will have 50 points of unhappiness for each city that built it, if the cities are 100 you get 5000 of unhappiness.

It's fkin stupid roman units have 50% penalty in forest. It makes sense for phalanx, but any other roman unit just makes it unplayable.
