Please Note:

The majority of these vehicles only spawn in these locations while they are required on the current list at Easter Basin Docks.

In case the vehicle doesn't appear initially, try circling the block and checking back again. You may need to do this a few times before the game spawns the vehicle. Some vehicle also have a chance of spawning with its doors locked.

They can be seen driving anywhere. Sometimes you'll get lucky and one will spawn right in front of you after loading a save from the Doherty garage. Otherwise just drive around in a taxi looking by docks or the Venturas Strip.
