1. Where to do it
Any dance mission duringe the story or by entering the club. I was able to do it in Alhambra club in Los Santos
2. Basics
The goal is to complete the dance with the "Perfect" notes on most dance moves and achieve a high score. I don't have the exact numbers is it was not required to me to get into details to get the achievement. It is important to remember that it does not have to be perfect all the way, achievement will pop even with some "Bad" moves here and there, most important part is consistency
3. How to do it
The dance move is considered "Perfect" when the circle with dance move arrow is completely encapsulated within the bigger circle as presented in the image below. The corresponding key must be pressed at that exact time, otherwise the note will be lower.

Best way to consistently achieve perfect score is to turn off the music and audio, as it may confuse the timing and to help focus to just pressing the key at given moment. This may sound too plain and simple and it would be if we just wanted to achieve a good score, but to achieve perfect score, precision and concentration are the key, so any other means to avoid distraction (covering the screen etc) are not off the table. Completing the dance minigame this way, guarantees the achievement.
