Arts Academies Capped

Description
Are you sick of your capitalists spamming arts academies? Do you hate it when they've queued up 10 more even though your capital already has 32 of them and you're running a gigantic deficit of coal mines?

This mod does two things:
- Caps the number of buildable arts academies at 10 per state - 5 upon researching Romanticism and 5 more upon getting Realism.
- Sets arts academies to be unbuildable in unincorporated states, thus preventing the British from deploying their tactic of having thousands of colonized Africans spam masterworks like they're a Da Vinci assembly line.

There is undoubtedly a better way to rebalance arts academies, but this is just a quick and crude way to nudge the AI into building things that are hopefully more useful.

Should be compatible with anything that does not edit the urban center buildings and society techs files, and might work anyway since the modifications here are very minor.

Hey yall. I think I've got this mod working for 1.8.6. Updated the formatting in the modifier file and renamed the modifier folder to track with current folder structure. Seems to be working.

If the original author returns with an update, and/or wishes me to take down my version of the mod, I will comply without argument. But, once I discovered it wasn't working, I needed to fix it, and once it was fixed I figured others would want the same. So I'm sharing it for now.

I'm not sure if it's possible to do - I'm going to have a try of doing it myself but I'm not too experienced with modding. I think a balanced and realistic way to handle it would be to have the max art academies set by a states urbinisation - doesn't really make sense to build a prestigious art academy in a rural center surrounded by farmers, the biggest ones would be in the biggest cities. I'm thinking maybe 1 academy for every 2 urbinisation or something like that. Any suggestions on best way to implement this? I was just going to use your state_building_arts_academy_max_level_add modifier and use it in the buildings file for urban centers as something like state_building_arts_academy_max_level_add = 0.5, I'm not sure if it even takes non-integer arguments though

In case this isn't working--For those wanting to stop private building of arts academies, try importing a bunch of them even if it says it's an "unproductive" trade route, just ignore that notification, it means little. This should incentivize the private sector to build something else. The reason they are being built is because they are profitable, the private sector prioritises profitable buildings.

In order to manipulate the private sector you need to think of trade in a different light. i.e increasing/decreasing the profit margin through trade. It goes without saying that you should rush Free Trade to make this easier and ignore tariff income as that won't give you much anyway.

It doesn't seem to work. Can't build any Art Academies because it says maximum level is 0. Even when i load up the game with France.

Every state I own has at least a level 100 art school, I need to ensure their's lots of room in case a certain Adolf wants to show up

you can fix this by just making it so that demand for services for art is .5 instead of .05, then you won't need this mod

Maybe lowering the multiplier for art demand by pops so that they can be reasonably met with a few maxed out academies might help too?
