If the original author returns with an update, and/or wishes me to take down my version of the mod, I will comply without argument. But, once I discovered it wasn't working, I needed to fix it, and once it was fixed I figured others would want the same. So I'm sharing it for now.

My capital already has 3000+ of them...
In order to manipulate the private sector you need to think of trade in a different light. i.e increasing/decreasing the profit margin through trade. It goes without saying that you should rush Free Trade to make this easier and ignore tariff income as that won't give you much anyway.
