This mod aims to fix the un-employment problem and resources lacking problem in late game play.
0.45:
Cost of starting PM of university are decreased.

0.4 update:
1.5.9 supported.
Creativity are now consumed by University and Art School rather than Gov buildings.

0.3 update:
Adjusted the production of creativity of each method.
Pops won't consume creativity anymore.
Gov needs increased.

0.2 update:
Basic Self-Organized mode now provide 0.15% resource production buff each urban center level.


Add a new production method group in Urban Center , can be unlocked through technology, provide 50k jobs each Urban Center level.

When active new production method , each city center level can provide 0.5% production buff to all resources buildings like mines and farms.

Added a new trade good, Creativity. Provide by Urban Center , consumed by consumed by Governement buildings and rich pops.
