Synergize Ranked Balance

Simply a mod using Ranked settings (no high seas) with very few commander changes, trying to keep the spirit of EWG within this mod, but wanting to test out some minor balance changes to see how they would work in the FAL and FPL.

Changes:


General:
- 20mm cannon fire rate up from .32 to .25

Shockenaugh:
- Reduced meter from 3150/9000 to 1500/6000
- Increased active time from 10 to 12 seconds

Phantom:
- Move speed decreased to 1 second

Firebird:
- Active increased to 30 seconds
- Enemy fire spread is increased by 100%

Overdrive:
- Added 30% build speed during active

Hurricane:
- Increased passive build speed from +10% to +20%
- Increased active reload speed to 120%
