Election, Succession and Change of Ethics

Description
When a faction leader is elected ruler/successor to the throne, an event will be triggered that allows the country to accept their ethic and reset government cooldown.
Compatible with Ethics and Civics Mods. if your mod adds a new faction or ethic please contact me to make it compatible.

@Juhn 1/4 for democratic,1/5 for oligarchic,dictatorial,corporate,and 1/6 for imperial.

@Juhn That means it works well with Ethics and Civics Classic, Alternative, Infinity, etc. Because they use the same key for the same ethics and factions.

I don't understand that part... do you mean it has no problem with Ethics and civics mods, but that the event will not fire up for the custom ethics and related factions those mods add?

can you change the name of the mod in the launcher? I have to go into the local files everytime cause its in mandarin im assuming.
