Here's how to get skyscrapers!

Instructions

Your city needs at least 45000 Sims (manual says 26000 but that's incorrect). After you reach that, zoning high density will likely spawn skyscrapers. You need to bring up desirability of areas that you want skyscrapers by:

- Place parks
- Make sure pollution in the area is as low as possible
- Keep tax levels low to attract sims
- Easy transportation around the area (e.g. access to subway)
- Don't over-zone. Keep your RCI meter up by only zoning as much as is needed to keep the Sims happy. This will force them to build up rather than out as your population grows.

Conclusion

It can be a fine balance sometimes, and it will take time, but eventually you will see those skyscrapers start to pop up.
