Steps
  1. Defeat Demon King in Earth Born at least once on new game mode (Required to add Pixel King to the drop pool in the Pixball machines
  2. Gather up a few Pixball tokens, around 30-40 should be plenty
  3. Find a refrigerator nearby a Pixball machine and create a manual save there.
  4. Head to the Pixball machine and start pulling until you get a 3-turn first prize reward. The reward that is displayed on the right side of the screen is irrelevant, ignore it.
  5. If your prize is not the Pixel King, leave the machine and load your manual save from before.
  6. Repeat until the first 3-turn prize is Pixel King. Once he shows up keep pulling at that machine without leaving until you pull his alternate form as well. If you want more Healing Scales to use in Earth Born feel free to continue pulling at this machine (again WITHOUT leaving it) until you are satisfied.
How it works
(Not required reading, just follow the steps above if all you want is the pixballs)

After defeating the Demon King for the first time in Earth Born, 9 new Pixballs are added to the drop pool for the gacha machines. The Sea Dragon, the Bone Dragon, the Azure Dragon, the alternate versions of each, the alternate version of the Fat Dragon, and finally both versions of the Pixel King.

Whenever you are pulling at one of the machines there is a chance that when pulling a 3-turn first prize that the displayed first prize on the right of the screen (Demon King/Venom Bane/True Demon King) will be replaced with one of the new dragon pixballs. This will only happen once for each of the normal or alternate versions of the dragons before the machine will go back to only dropping first prize rewards that are displayed on the right. The dragons have no use in the Earth Born game mode so it makes sense that it would only drop one copy of each before ignoring them from then on.

The mechanics of getting the dragons to drop, and the relative speed at which they do, has led players into thinking that the Pixel King works the same way and he is just a super rare drop. This is wrong.

The way Pixel King actually works, is that he has a chance to outright replace the displayed top prize altogether. This is not reflected on the right of the screen however as it will just continue displaying the normal top prizes. But once you get a hold of a machine that the Pixel King has sneakily replaced the top prize, ALL 3-turn first prizes will be the Pixel King or his alternate. This is why once you have found a "Hot" machine, you need to stay at that machine without leaving until you have pulled enough Pixel Kings to satisfy your needs.

As such the easiest way to get the Pixel King and his alternate is to repeatedly refresh a Pixball machine and test it until you get a 3-turn to see if he shows up. Pixball machines refresh once you have either obtained all the displayed prizes, or whenever you load the game itself. The game autosaves whenever you leave a machine after pulling, so using the manual save for reloading is required to save on the number of tokens needed.

All said and done, it took me less than 10 minutes of reloading, and around 20-30 tokens to pull both the normal and alternate versions of Pixel King once I loaded in with a hot machine.

fwiw Wisdom Street in Ester city has the token vendor in the upper left, as well as the fridge that I used, with the Pixball machine being one screen to the right at the docks. I spent a bit over 250 tokens at this machine to pull all 40 pixballs for the achievement, as well as a ton of stun grenades and assorted items to cheese my way through Earth Born itself. 50ish tokens from chests and characters in the game, plus around another 200 or so from the vendor brings the total salt cost of getting those specific achievements to about 5,000 to spend on tokens.
