Ahhh okay, it mostly resolved itself in the end for me anyways as the stops filled up with foreign workers so at most there were a few empty slots at a time XD

No. The closest we can get is using an exploit to make the bus wait until at least one person boards. There is another exploit to make vehicles push all the workers to one station though.

Is there any way to tell the bus to wait until it's fully loaded or like at least 50% loaded? Because the workers switching stops every few moments means the bus only gets more than a few workers on if it's lucky with the timing
