Adds Fallout 3's iteration of the Brotherhood of Steel under Elder Owyn Lyons into the game as a playable Civilization.

=====!!!!! IMPORTANT COMPATIBILITY NOTICE !!!!!=====
This mod requires the Brave New World expansion pack to work, and WILL NOT function properly without it. However, as with every other mod I have created, I have chosen not to modify the dependency setting to require Brave New World, so those that do not have it can use the mod as they please. However, the mod is almost guaranteed to be a horribly broken - but playable - mess without the second expansion pack, so if you do not have the Brave New World expansion pack, proceed into a game with this mod at your own risk.

=====!!!!!----- KNOWN ISSUES -----!!!!!=====
DO NOT open the Civilopedia entry for the Citadel wonder by right-clicking on its icon, as that has the potential to break the game in a number of ways. Worst case scenario, the game's entire interface will become invisible, softlocking you and forcing you to exit to the main menu. I'm pretty sure I know what causes this issue - something to do with making a custom Wonder that belongs to a Civilization - but there's no way to fix it without breaking other parts of the mod, so I had no choice but to leave it in. The best solution for this is to ensure you never right-click on the Citadel icon in gameplay, instead using the Help button to navigate to the Civilopedia manually. Not that you'll find anything there, because as you can see in the screenshots above it's blank anyway. The game definitely acts weird when you add a custom Wonder as a Civilization's unique.

Another known issue that isn't really an issue at all is the fact that the Citadel uses the visual model of the Pentagon, due to the fact that custom Wonders have to have a visual model applied, otherwise they could cause Cities to glitch out and turn invisible when built and nobody wants that. So if you ever see two Pentagons in a city, that's the real Pentagon and the Citadel built in the same city. Harmless little quirk, but still worth noting.

A uniquely well-rounded Civilization with bonuses to its economy, military, and Science all in one, the Brotherhood of Steel is well-suited for a multitude of different play styles and Victory conditions thanks to its unrivaled versatility. As a technocratic military order its potential in the Science game far exceeds that of other Civilizations, though the Brotherhood of Steel's true strengths lie in its diplomacy and trade. Thanks to its unique ability, every Trade Route sent to other Civilizations generates additional Gold and Culture for the Brotherhood of Steel in order to bolster its economic power, and other Civilizations that send Trade Routes to the Brotherhood of Steel enjoy similar economic benefits as well. Focusing on diplomacy and trade can lead to greatly increased Gold generation for the Brotherhood of Steel and its allies, which can then be used to fund a wide variety of different construction projects and ensure economic dominance all the way to the end of the game. And of course, when war arrives at the Brotherhood of Steel's borders, their military advantages make them more than capable of meeting the threat and holding their ground against any hostile force.

=====Unique Trait - The Waters of Life=====
Great Scientist generation increased by 25%. Each Trade Route sent to a different Civilization provides an additional +3 Gold and Culture, and Trade Routes sent by other nations to the Brotherhood of Steel generate an additional +3 Gold for their owners.

=====Unique Unit - Paladin=====
The Paladin is a unique infantry Unit available only to the Brotherhood of Steel that enjoys ten additional points of Combat Strength over the XCOM Squad it replaces, but pays for this with an inability to paradrop like its vanilla counterpart. However, its Combat Strength - and the fact that it is made available at Lasers rather than Nanotechnology - is more than enough for it to hold its own on the battlefield against the Brotherhood of Steel's enemies and ensure victory in the late game.

=====Unique Wonder - The Citadel=====
The second unique available to the Brotherhood of Steel is the Citadel, a unique World Wonder that increases both the strength and the Science generation of the City in which it is built, bolstering its defenses as well as enhancing the Brotherhood of Steel's ability to surpass other Civilizations technologically. Unlocked at Combined Arms, the Citadel provides a +30 boost to Combat Strength, an additional +25 hitpoints, and a yield of +5 Science when completed, turning the City responsible for its construction into a veritable fortress and ensuring the technological superiority of the Brotherhood of Steel. In addition, if the Liberty Prime Unique Unit addon is installed and activated, the Citadel also enables the construction of Liberty Prime.
