Description
Tensions have been rising between the provinces of the Empire, and it is only a matter of time before war engulfs Tamriel once again!

This scenario features all the province of the Empire as they were in the Third Age. Although the borders are not exactly the same as in Elder Scrolls lore, they'll probably change within the first five seconds of the game anyway. In some cases I've followed natural barriers rather than the lore border.

Provinces included: Cyrodil, Skyrim, Morrowind, Argonia, Elsweyr, Valenwood, Summerset Isle, Hammerfell and Highrock. I have also included Skaal, just because it seems like in a civil war scenario, Solstheim would probably go independent.

Each province has multiple cities, so you are less likely to see a complete collapse of each one and there is a greater chance for rebellions to take place and new factions to form. Unfortunately the cities don't seem to retain their original names when they rebel and the capital cities have to be named after the province they are in.

When you start a new game with a blank map it asks you to add factions. You add all the cities as separate factions and then use God Powers to have the capital city annex the other cities that you want to be in the faction. Once that is done you paint on territory and save it. The final step is to copy the save file from the Saves folder to the Custom Scenarios folder.

How do you even add more cities?
I wanna make cool scenarios so being able to add more cities would be cool
