和升仙大会排行榜不能同时使用

1.升仙大会CD由3年改为1年

2.奖励翻倍

3.更改了NPC参赛人员的最高职位，由最高长老改为最高宗主，加大了难度

4.玩家参赛职位需求内门弟子改为外门弟子

this mods make player
on the world map:move 1 spot then stop, move 1 spot then stop, cannot continuous move
