Elemental Fury Enchantment

Description
This is a simple mod that adds an enchantment to the game which imitates the Elemental Fury shout's effects.

You can disenchant the effect and add it to other weapons - one-handed, two-handed, and bows.

I put it on an imperial bow in Uthgerd the Unbroken's house (upstairs chest, safe storage now, i.e. doesn't respawn).

Uses basic Skyrim assets, no DLC required.

Please feel free to use this enchantment in your other mods; I'd appreciate credit, of course.

Technical info for modders:

The Elemental Fury shout casts a spell on the player to modify their "weaponspeedmult" value, but I can't figure out from the CK where exactly that happens. It also puts a placeholder enchantement with the cool visual effects on whatever weapons you happen to be wielding, which is why you can't use the shout with already-enchanted items. You also can't place "constant-effect" buffs on a weapon, since the game is hard-coded to only accept on-hit or "contact" effects for weapon enchantments, so simply adding the EF enchantment that already exists to a regular weapon doesn't work.

My workaround is to create an Ability with its own Magic Effects: "weaponspeedmult" and "leftweaponspeedmult". Each effect is conditioned to check if the item is equipped in the left or right hand, and an additional "weaponspeedmult" effect for the right hand is included that activates for bows only. The actual Enchantment I made has its own Magic Effect that doesn't really do anything - just a copy of the placeholder effect we see when using the EF shout - except it automatically equips and unequips the "Ability" with the appropriate speed multipliers and conditions.

This enchantment gives 1.3 or 130% increase to weapon attack speed in the left or right hands for melee weapons, just like the Elemental Fury shout would with only one word learned. Enchanting a bow gives 1.7 or 170% speed increase, just like EF after learning all three words - I did this because the 130% increase was almost undetectable during testing, and even now the 170% doesn't make a huge difference on its own.

7/27/2014 - Additionally, I realized after more extensive testing that some characters with enchanting skill get the "magnitude" slider when applying the enchantment to a new item; it doesn't appear to do anything, as the effects have no related school, perk, etc. from which to take scaling information. The enchantment should use no charges, even if it says it will. If anyone wants to look into this and alter the mod, or tell me how to fix it I'll get around to it when I can. Thanks!

The swirling wind effect? I'm pretty sure it does; forgive my uncertainty, I haven't played the game in so long I just don't recall.

Sorry for the delayed reply; I don't get on Steam very often these days. I don't believe I can make this work on armor instead of weapons.

It's in a chest upstairs in Uthgerd's house, in Whiterun. If you beat her in a brawl, you can make her follow you and take her house key.
