First of all you need to download this mod, that fixes this issue.

How to install it

After the download is complete, go to your Library
Right click on "Grand Theft Auto San Andreas - The Definitive Edition" - Manage - Browse local files"

After that, just extract the folder "Gameface" to the folder where your "Grand Theft Auto San Andreas - The Definitive Edition" is installed.
It doesn't replace any files from the original game.

All done
