Ascendant Stars 3.7 Unofficial

An unofficial update of AlphaAsh's Ascendent Stars (3.4) that makes the new ascension perks require finishing the respective tradition trees, since the second-tier of Ascension Perks were removed in vanilla and replaced with tradition trees. Also adds tooltips that reflect this change.

I will maintain this until Ash releases his own updated version.

Oh, this also makes the psionic perks available to non-materialists, rather than exclusively spiritualists.
