Adds a union tag for uniting Latin America. Dynamic name depending on government type as well as a couple of dynamic flags. English and Spanish localization included.

You could add some dynamic names for flavor depending on who forms it or what their government type is, like the "Bolivarian Federation" if Gran Colombia forms it etc
