Alt Buildable Resources

This mod makes it so the player (Ai cannot use this) is allowed to build alternative resource buildings in a state where the resource is already present. Those buildings are identicals to the original ones, only difference being they aren't capped.

The resources are : Wood, Coal, Iron, Sulfur, Lead, Oil, Rubber and Fish(new addition).

UPDATED for 1.7 & 1.8
BUT:
-These buildings are unaffected by companies AND by state modifier bonuses. imo this adds some balance.
-Not sure how ai interacts with these builings or whether players want their country's capitalists to be able to build these.
