Design
Senedd Cymru (Welsh Parliament) (pronounced "sen-eth": 'th' as in 'the' and 'Come-ree': 'ree' as in 'reed') is the home of the Welsh devolved parliament situated in Cardiff Bay, Wales.

The Pritzker Prize-winning architect Richard Rogers won an international architectural design competition to design the building. The building which faces southwest over the Bay has a glass façade around the entire building and is dominated by a steel roof and undulating wood ceiling.

The building was designed to be as open and accessible as possible, the architects stating "The building was not to be an insular, closed edifice. Rather it would be a transparent envelope, looking outwards to Cardiff Bay and beyond, making visible the inner workings of the Assembly and encouraging public participation in the democratic process."

The design criteria required sustainability, including a design life of 100 years, the use of local Welsh materials, minimal energy consumption and waste, the use of renewable technologies and for it to be an exemplar in terms of sustainability.

History
Welsh devolution is the transfer of legislative power for self-governance to Wales by the Government of the United Kingdom.

Wales was conquered by England during the 13th century; the 1284 Statute of Rhuddlan caused Wales to lose its de facto independence and formed the constitutional basis for it as a principality in the "Realm of England". The Laws in Wales Acts 1535 and 1542 applied English law to Wales and united the Principality and the Marches which effectively ended both and incorporated Wales into England. The Wales and Berwick Act 1746 defined "England" to include Wales until the Welsh Language Act 1967, which separated Wales from England within the sovereign state of the United Kingdom.

Political movements supporting Welsh self-rule began in the late nineteenth century alongside a rise in Welsh nationalism. The devolution of some administrative responsibilities began in the early twentieth century, as well as the passing of laws specific to Wales.

In 1997 a referendum resulted in majority support for Welsh devolution. Laws were passed to establish the National Assembly for Wales and grant it secondary legislative powers over areas such as agriculture, education and housing. Since initial devolution the Welsh government has gained further powers over primary law-making, the NHS and other specified areas of governance. In 2020 the National Assembly was renamed "Senedd Cymru" (also collectively referred to as the "Senedd"), which was seen as a better reflection of the body's expanded legislative powers.

The Welsh Labour Party advocates for further Welsh devolution and "far-reaching federalism" with powers equal to Scotland and Northern Ireland, whilst the Welsh nationalist party, Plaid Cymru, has described devolution as a stepping stone towards full Welsh independence.

Interior
The interior of this building is as important to the design as the exterior so I have recreated most of its important elements. The majority of the glass is transparent and I've endeavoured to recreate as much of the interior as the game will allow so you can experience the building as intended. From the upper viewing gallery the debating chamber can be seen below through a ring of glass. This chamber can also be seen through the top of the roof vent.

Lighting
Creating the lighting for this amazing building was a challenge which forced me to create a custom prop that allows the building to have many more lights than allowed by the game. It uses bespoke low level and time dependent lighting effects which require the Custom Effect Loader mod.

This is really good. I think the Oslo Opera House would be just as cool as this. Despite it being built in 2008, it is already the most famous building in Norway, I think

Beautiful! The new Portland, Oregon airport - PDX (currently under construction) has a very similar esthetic, especially with the roof. I would love to see an asset modeled after the new PDX airport!

Damn just seen this, shout out to my fellow Welsh Cities Skylines players! nice to know theres a few of us haha. Live in Cardiff, work like 2 minutes away from the Senedd in the Bay, so to see this in CS is crazy... Always wanted to see the Millenium Centre in CS, think if done properly it'd look insane! Great job Macwelshman :)
