This asset loads and works correctly for me. I own and use all DLC's and CCP's, so that may explain why I can load this without issue. Only the author knows how they created this.

As for placing this asset in your city, it can only be place on a quay. Not on land, not on the shoreline and not on the water...only on a quay.
