Two Column Outliner Layout

Description
Splits the Outliner into two columns, so that there is less scrolling needed:

- Right column only contains all the pinnable items.

- Left column contains all ongoing situations.

- Moves the notification area into the left column (same as my other mod Notifications not over Outliner).

- Moves the ongoing wars to the top of the screen next to the time controls.

I've tested this mod with 80% GUI scaling at 1920x1080 resolution. With certain combinations of resolution/UI scale the notifications area overlaps with the lens tool.

Compatible with most Outliner mods, including:
- Notifications Filter
- Improved Outliner
- One Outliner to Rule Them All

Compatible with "More Spreadsheets". Load this mod after "More Spreadsheets".

Could you create a compatibility update for Hookable: Outliner

The mod works when this is loaded last although a few items in the outliner do not show up, wars/markets/goods.

When i use Hookable: Outliner I got this mod to work when i loaded this last. Although "goods" and "markets" tab in outliner is still not showing up. Could you inspect to help me figure this out? It looks simple.

I just tried it and it has the problem you mentioned at default scale (200%). it works fine at 170%, but that's too small imo.

In 4k you'd be mad to play at anything less than 200%
