You are wrong on your assumption, there's plenty of people that would rather customize their addons by subscribing to several (even in a specific order) rather than having to actually edit the one whole-package addon file themselves to remove/change things they do not like. But some people just want to click one button and play because their time is too precious to waste it on someone who spent days creating this thing. Maybe mod users can't relate to that.
The conflicts aren't game-breaking, it would just show one texture or the other, and you can even manage the priority by enabling/disabling addons in specific order.
