Improve Late Game Performance

Description
Improves late game performance by increasing minimum threshold for separating population category. no more 0.0% minor races polluting the list!

*Probably not needed as of 1.06

As far as I know it is very bad practice to copy all contents of the base files into your mod because then your mod collides will all other mods changing the defines.

You should only have the 2 changed lines in your 00_defines.txt (with the category and the proper brackets around them)

does this work for existing saves? I stopped playing in 1925ish because of performance.
